<p>LAHAINA &#8211; Five new artists will showcase their painting styles along with 20 renowned returnees during the seventh annual Maui Plein Air Painting Invitational.</p>
<p>The event kicks off this Saturday, Feb. 18, and runs through Sunday, Feb. 26, in West Maui.</p>
<p>Artists new to the event are Gavin Brooks of Owings Mills, Maryland; Josh Clare from Queens Creek, Arizona; Peggy Kroll Roberts and Ray Roberts of Angels Camp, California; and Jove Wang of Alhambra, California.</p>
<p>They are among the 25 finest plein air (in open air) painters from Hawaii and U.S. Mainland who will be painting on location throughout Maui.</p>
<p>Ronaldo Macedo, cofounder of Islanders, Hawaii Plein Air Painters and event participant/artist liaison, had this to say about the new 2012 participants: &#8220;Having met and worked with the new artists, I am excited about their first trip to Maui for the invitational.</p>
<p>&#8220;I think you will be amazed with Gavin&#8217;s atmospheric interpretation of the landscape. Josh is a talented young artist with a unique painting style and making his mark on the national scene,&#8221; he continued.</p>
<p>&#8220;Peggy and Ray are one of the most professional, talented painting couples I have met and will definitely stand out as experts in the plein air genre. Peggy&#8217;s work is playful and whimsical. Ray&#8217;s work is made up of strong composition and careful tones. Ray recently won one of the most coveted awards in plein air, Best in Show at the Laguna Plein Air Painting Invitational.</p>
<p>&#8220;Jove, a Chinese native, a graduate of the China Academy of Art, migrated to the U.S. in 1990. Since then, Jove has garnered national recognition in the U.S. Jove has a long list of museum solo shows and numerous Best in Show and Gold Medal Awards from California Art Club and Oil Painters of America. It should be quite exciting to see Jove interpret and paint the Maui landscape.&#8221;</p>
<p>The invitational also welcomes back returning artists George Allan and Michael Clements of Kula; Ken Auster and Jacobus Baas of Laguna Beach, California; Pierre Bouret of Hanalei, Kauai; Mark Brown of Honolulu; Saim Caglayan of Kilauea, Kauai; Mike Carroll of Lanai City, Lanai; Betty Hay Freeland of Pukalani; Darrell Hill of Kamuela, Big Island; Debra Huse of Newport Beach, California; Carleton Kinkade, Macedo and Macario Pascual of Lahaina; Clark G. Mitchell of Cotati, California; Billyo O&#8217;Donnell of Eureka, Missouri; Colin Page of Camden, Maine; Mary Pettis of Taylors Falls, Minnesota; Randall Sexton of Vallejo, California; and Marty Wessler of Hanapepe, Kauai.</p>
<p>Due to popular demand, the event has added another day to the event program: the Plein Air Finale on Sunday, Feb. 26, ending the week-long event and a last chance for the public to view and purchase paintings at The Village Gallery in Lahaina.</p>
<p>The schedule includes the &#8220;Kickoff Paint Out&#8221; in Kapalua at D.T. Fleming Beach from noon to 3 p.m. on Saturday, Feb. 18; a lecture by Jean Stern, executive director of The Irvine Museum in California, at the Pioneer Inn in Lahaina on Tuesday, Feb. 21, at 7 p.m.; Pacific&#8217;O Sunset Paint Out at Kamehameha Iki Park on Wednesday, Feb. 22, at 4 p.m.; Pioneer Inn Lahaina Harbor Quick Draw on Friday, Feb. 24, from 9 to 11 a.m.; Maui No Ka &#8216;Oi Magazine Gala Reception on Friday, Feb. 24, from 5 to 9 p.m.; and Coffee and Pastries with the Artists on Saturday, Feb. 25, from 9 to 11 a.m.</p>
<p>Kickoff paintings will be available for viewing and purchase at Village Gallery in The Ritz-Carlton, Kapalua from Feb. 18-24, and all 100 paintings will be at Village Gallery in Lahaina on Feb. 24-26. <p>Capital Economics expects the housing crisis to end this year, according to a report released Tuesday. One of the reasons: loosening credit.</p>

<p>The analytics firm notes the average credit score required to attain a mortgage loan is 700. While this is higher than scores required prior to the crisis, it is constant with requirements one year ago.</p>
<p>Additionally, a Fed Senior Loan Officer Survey found credit requirements in the fourth quarter were consistent with the past three quarters.</p>

<p>However, other market indicators point not just to a stabilization of mortgage lending standards, but also a loosening of credit availability.</p>
<p>Banks are now lending amounts up to 3.5 times borrower earnings. This is up from a low during the crisis of 3.2 times borrower earnings.</p>
<p>Banks are also loosening loan-to-value ratios (LTV), which Capital Economics denotes “the clearest sign yet of an improvement in mortgage credit conditions.”</p>
<p>In contrast to a low of 74 percent reached in mid-2010, banks are now lending at 82 percent LTV.</p>
<p>While credit conditions may have loosened slightly, some potential homebuyers are still struggling with credit requirements. In fact, Capital Economics points out that in November 8 percent of contract cancellations were the result of a potential buyer not qualifying for a loan.</p>
<p>Additionally, Capital Economics says “any improvement in credit conditions won’t be significant enough to generation actual house price gains,” and potential ramifications from the euro-zone pose a threat to future credit availability.</p>

<p>Was 2011 the year the real estate market touched bottom and started back up? Maybe.</p>
<p>Statistics published by the Realtors Association of Maui and released Monday suggest it might have been.</p>
<p>After four years of decline and a flood of foreclosures and short sales, the average price of a single-family house on Maui went up 5 percent to $787,552 during 2011. The number of sales rose 10 percent from 817 in 2010 to 898 last year.</p>
<p>Terry Tolman, chief staff executive of the association, said strong sales interest is being confirmed by actual reported sales, &#8220;with multiple offers competing for well-priced properties.&#8221;</p>
<p>But he added that you never really know whether you&#8217;ve reached a peak or a valley until later.</p>
<p>There are still plenty of lender-owned repossessed properties and desperate underwater owners trying to escape via short sales out there.</p>
<p>Broker Billy Jalbert at The Maui Real Estate Team writes a blog about conditions, and he noted this week that half of all single-family sales in December and two-fifths of condo sales were either short sales or bank-owned properties.</p>
<p>&#8220;It is safe to say buyers are still looking to the bank-owned and short-sale market for opportunities,&#8221; he wrote.</p>
<p>For years now, Tolman has been cautioning that until the overhang of distressed properties is worked through, the market cannot return to normal, whatever that is.</p>
<p>Still, prices are low now, even if they go lower still, and mortgage rates are very low (if you can get a loan). So he believes now is a chance for &#8220;Maui&#8217;s worker bees&#8221; who want to own their own homes to buy at comparatively low prices and absolutely low interest rates.</p>
<p>But in doing that, the buyer should be prepared to buy and hold &#8211; &#8220;at least five years&#8221; &#8211; and not try to get rich quick, he said.</p>
<p>As long as prices loll around at current levels, at least coming up with the down payment is a fixed target. In 2004 and 2005, when average prices were rocketing ahead by 25 percent a year, the amount of the down payment was rising faster than most people could save.</p>
<p>(People who took advantage of low- or no-down opportunities then learned to regret it in 2008.)</p>
<p>For someone looking to get in on the ground floor, Jalbert has the listing for the least expensive three-bedroom, fee-simple house on Maui, one without any &#8220;baggage&#8221; of short sales, repossession or other problems. Just a 1940s-vintage house in Paukukalo on a 6,700-square-foot lot, in good shape for its age.</p>
<p>&#8220;We&#8217;ve gotten a lot of calls since we reduced the price&#8221; to $250,000, Jalbert said Monday.</p>
<p>Jalbert hesitates to say that the overall market has neared its price bottom. &#8220;It&#8217;s hard to say,&#8221; in part because Maui neighborhoods are so different, he said.</p>
<p>That shows up in the area breakdown of the Multiple Listing Service numbers. For neighborhoods with enough 2011 sales to see a trend, the differences can be dramatic.</p>
<p>In Spreckelsville, Paia and Kuau, (about two dozen sales of single-family homes) average prices zoomed 92 percent from $595,000 to $1.1 million. In Kihei (154 sales), prices declined 2 percent to $597,000.</p>
<p>Somewhere in between were Pukalani (five-dozen, single-family home sales), up 8 percent to $515,000; and Lahaina (about 40 sales), up 17 percent to $967,000.</p>
<p>Median prices are thought to give a clearer picture, because they are not affected when prices at the very top end are rising faster than the overall market, which was the case in 2011. Kapalua average prices were up 25 percent to $4.3 million; and Wailea-Makena averages were up 20 percent to $4.5 million.</p>
<p>But Kapalua medians were down 2 percent to $2.9 million; and Wailea-Makena medians were up 32 percent to $2.3 million.</p>
<p>In Kihei, for example, medians were down more than averages, by 8 percent to $404,000. In Central Maui, medians were down 13 percent to $375,000, while averages were down 9 percent to $400,000.</p>
<p>Jalbert said he is dubious about &#8220;guys who call trends 18 months in advance,&#8221; but he said it&#8217;s a positive sign for sales volume to be up.</p>
<p>In his blog, he wrote: &#8220;The lower ends of the market for homes and condos have relatively limited inventory. As you start to go up in price, you see a greater range of inventory.&#8221;</p>
<p>Tolman has an explanation for that: &#8220;The majority of condos on Maui are second homes or investments and experienced a steeper price drop as Mainland owners &#8216;let go&#8217; of them in order to keep their &#8216;primary&#8217; residences on the Mainland.&#8221;</p>
<p>Still, he noted, not all condominiums are for the well-to-do. For aspiring homeowners who find $250,000 too high, a lower-priced condo can be the ticket in, he said.</p>
<p>If Maui real estate prices start going up again (which has been the long-term trend, no matter what the past five years have shown), then the appreciation could generate the down payment that is often the obstacle to buying a single-family house for working people.</p>
<p>Setting aside the luxury condo action at Honua Kai, Wailea, Kapalua or Lanai, the picture in 2011 was neither up nor down.</p>
<p>In Kihei, where 40 percent of all condo sales were made, the average price moved down 6 percent to $301,000, and the median was down a like amount to $240,000.</p>
<p>There are a number of condos less than $200,000 hidden in those averages; and in Central Maui the average condo price last year was $199,448 &#8211; again, down 6 percent.</p>
<p>Both Tolman and Jalbert cautioned that unpredictable shocks could turn the prices south again, whether related to problems in the Middle East, Europe or in America&#8217;s own economy.</p>
<p>For the moment, though, not only Maui&#8217;s real property economy but the general outlook seems to be rosier than it has been for a while.</p>
<p>The National Association of Home Builders First American Improving Markets Index measures not just prices but also single-family building permits and employment.</p>
<p>In January, the index showed that 76 metropolitan statistical areas were showing measurable improvements, compared to 41 in December.</p>
<p>Maui is too small to be a metropolitan area, but Honolulu is one, and it is among the 76 looking better.</p>
<p>NAHB chief economist David Crowe said: &#8220;While relatively small metropolitan areas continue to dominate the list of improving housing markets, it&#8217;s important to note that several major metros in diverse parts of the country have now joined the field as well &#8211; including such metros as Dallas, Denver, Honolulu, Indianapolis, Nashville and Philadelphia. This is an encouraging sign that gradually strengthening economic conditions are starting to take hold across a broader swath of America.&#8221;</p>
<p>The overall turnover of residential real estate (as reported through MLS, which does not catch all transactions) totaled $1.2 billion in 2011, compared with $1.3 billion in 2010.</p>
<p>However, the decline was more apparent than real, because the big Honua Kai development closed $448 million in sales in 2009-10, driving the averages well above the background activity of general Maui real estate.</p>

From <strong>Clear Capital’s</strong> expectation that prices will show a <em><a href="https://www.clearcapital.com/company/MarketReport.cfm?month=January&amp;year=2012" target="_blank">‘slight uptick’</a></em> this year to <strong>Fitch’s</strong> projection that prices <em><a href="http://www.dsnews.com/articles/fitch-sees-further-price-declines-on-horizon-2011-11-18" target="_blank">‘will fall another 13 percent’</a></em>, there seems to be no consensus as to where real estate values are headed. How can there be such a disparity of opinion among industry experts? Prices are determined by the relationship between supply and demand and there are many unanswered questions regarding both of these components.</div>

<h3><strong>Questions about Demand</strong></h3>
<p>Will this be the year that the 5.9 million adults between the ages of 25 and 34 that are still living with their parents decide to purchase a home of their own?</p>
<p>With mortgage payments lower than rent payments in the majority of the country, will first time buyers finally decide it makes more financial sense to buy rather than rent?</p>
<p>Will the baby boomers take advantage of the great deals available and start purchasing vacation and retirement homes?</p>
<p>Will investors continue to purchase large quantities of distressed properties?</p>
<p>Will hedge funds negotiate a deal with the banks for bulk purchases of foreclosures?</p>
<h3><strong>Questions about Supply</strong></h3>
<p>Will 2012 be the year that builders again increase inventories of newly constructed homes?</p>
<p>Will baby boomers put their primary residences up for sale and relocate to their retirement destinations?</p>
<p>Will 2012 be the year that the shadow inventory of foreclosures finally makes its way to market?</p>
<p>If prices depreciate, it will force more homes into a negative equity situation. Will this create another surge in short sales and foreclosures?</p>
<p>Will the government put together a plan to convert large numbers of foreclosures into rental properties?</p>
<h2>Bottom Line</h2>
<p>With so many unanswered questions regarding both the demand for housing and supply of properties, it is very difficult to determine where prices will be at the end of the year. We suggest you contact a local real estate professional to help you determine where values are headed in your area.</p>

			<content:encoded><![CDATA[<p>The 2012 PGA tour season kicks off Jan 5-9 at the Plantation Course with the 2012 HYundai Tournament of Champions- a unique winners only event.</p>
<p>The field will include 2011 Kapalua champion Jonathan Byrd, Mark Wilson, Chris Kirk, Nick Watney, D.A. Points, Martin Laird, David Toms, and other 2011 PGA tour event winners.</p>
<p>The tournament dates for official play begin with the program on Thursday, Jan 5th, continuing with 4 rounds of professional competition Jan 6-9. The tournament is scheduled to end on Monday.</p>
<p>Limited spots in the tournament&#8217;s program may be available. those interested in playing should contact the Hyundai Tournament of Champion office at 808-665-9160 for more information.</p>
<p>Tickets for competition rounds on Jna 6-9 are on sale now at <a href="http://www.pgatour.com/hyundai">www.pgatour.com/hyundai</a>. We alos have tickets on sale at the Kapalua Realty office to Benefit the Lahainaluna Foundation and Maui Prep Academy.</p>
<p>The tournament will allow all youth ages 18 and under (accompanied by a ticketed adult)into the tourney free of charge all week long.</p>

<p>Military (active duty retired and reserve), and their dependents will also be permitted onsite for free for the entire week. Military memebers shoudl bring their military ID to the gate for admission.</p>
<p>Gates open at 7AM and on Thursday, 8AM Friday thru Sunday 7:30 AM on Monday.</p>
<p>For competition rounds, one day tickets are $15, Weekly tickets are $10 in advance.</p>
